Problem when i plug my 4pin 12volt cable

so when i plug my 4pin cable int to the mobo the pc doesn't start but when i remove the cable my pc starts and everything works flawlessly,all the fans are spinning and everything seems to work just fine so do i realy need that 4pin 12volt cable?

This may sound stupid but where do i see if my MoBo has an IGP checked the manual and it dosent say anything

IGP is built in graphics as opposed to discrete graphic card.
