Question Problem with 2x RX590 GAMING cards (No display on 1 card)

I couldn't seem to get 1x RX590 GAMING 8GB to run 2x 4K displays. So I bought a 2nd RX590 and I now am trying to run 2x separate cards connected to separate 4K displays.

I'm not doing this for gaming - it's just for desktop use.

The problem is that there is no output to the monitor from the card in Slot 2 (I have tried HDMI and DisplayPort cables). Both cards work independently though (e.g. can show 4K on 1 monitor). Also, I have 1 card connected to 3 monitors right now (4K Monitor@4K, 4K Monitor@1080P and HD Monitor@1080P).

Can anyone advise on how I could achieve either of these:

1. Have 1 RX590 run 2x 4K Monitors and 1 HD 1080P monitor.
or
2. Have 2x RX590's run 2x 4K Monitors and 1 HD 1080P monitor.
or
3. Have 2x RX590's run 2x 4K Monitors and run 1 HD 1080P monitor on the discrete Gfx card

Edit: Mobo is a Gigabyte Z370 HD3 - I updated BIOS to version F12, but the problem remains the same. www.gigabyte.com/uk/Motherboard/H370-HD3-rev-10#kf
