Problem with 4k videos on youtube

Well, i've been trying to watch 4k videos on youtube and i'm running on some issues and have no clue to what is really happening. When played, the 4k videos are unwatchable, skipping second after second. I've tried turning off hardware acceleration on Chrome and even tried Firefox but got no luck. Without the HA the video was watchable, but at 16 fps, ridiculous, and firefox just gave me the same performance that i had with HA turned on.
Does anyone knows what could be causing the problems here? I'm especially worried since i just recently upgraded my Gpu for over $500 (brazilian taxes hehe) and am not only having problems with videos now but already noticed several fps problems in some games.

Specs:
Gpu: Geforce GTX 970 (Twin Frozr II)
Cpu: AMD Fx 8320
Ram: 8gb
Mobo: GA-970A-D3
 
No, standard 1080p monitor. But i have a friend watching the same video (https://www.youtube.com/watch?v=CjYPLWcgAOE) on a 1080p monitor with no problems at all. He can even play two 4k videos at the same time with no apparent problem, and he is in an inferior spec. (Oh, and sorry for any english mistakes)

I have no problem at all with using 1080p, and I'm not aspiring to watch everything on 4k. What's bugging my mind is that i'm having problems with it on a reasonably good spec. and the aforementioned fps problems with games. Could it be some kind of bottleneck? Idk. My connection don't seem to be the problem.
 
As I said before i'm not only having this kind of problem but fps problems in games as well. Couldn't it be some other kind of problem other than the internet?
In another forum some guy asked me to download de video in 4K through free make video converter and it seems to be working fine that way.
 
Your computer is actually working harder at displaying the 4k video than if it had a 4k monitor. If it had a 4k monitor, the video card could just blast the pixels straight to the screen. But because you're trying to view it on a 1080p screen, the video card and/or CPU have to take the 4k video, and downsample it in real-time to 1920x1080.

Normally this is a relatively simple computation, but I've noticed Youtube seems to have problems with it. My old laptop had a 1600x900 screen, and when I played 1080p Youtube videos on it (full screen), the CPU usage would be around 60%. If I then hooked it up to 1080p monitor (disabling the laptop screen) and played 1080p Youtube videos (full screen), CPU usage would only be around 30%.

Edit: Basically it's bad enough that I can't view the new Youtube 1080p60 videos on that laptop's screen without it stuttering and dropping frames. But plug it into a 1080p monitor and it's smooth as glass.
