Problem with a pc

Hello, firstly i wanna state that i put this in the components section because i didnt know where else to put it. Anyways i have a problem (maybe its not that big but i feel if i ignore it it will get worse) the problem is when i am powering my pc on, there is like a 1-2 seconds delay between pc actually powering on when i press the power button and it used to be instant. i dont know what could be the problem only thing i did recently was install a fresh install of windows 7 (was on 10)
here are my specs:

asrock 960gm-vgs3 fx

amd fx-6300

gtx 960 2 gb

psu forton hexa 400w

1 TB HD

any help is appreciated.

Windows 10 doesn't fully shut down the PC, but Windows 7 does. You don't have an issue, but why did you go back to Windows 7?

Hmm just to be clear i mean delay when i press the button in like 1-2 second all the fans start working and the leds power on (it used to be imidiate) not booting time, i just wanna make sure we are on the same page. And i switched to 7 cause i had some problems with 10 with my mouse.
