Question Problem with all the USB ports

All USB ports are receiving power, but none are recognizing any peripherals. This is both the motherboard and case USB ports.

I was installing a fan, and after I turned the PC on I noticed all the USB ports were not working. I checked to see if I knocked out anything on the motherboard, seems everything is plugged in. I reset the CMOS. I was able to find a PS/2 keyboard, and uninstalled and reinstalled USB drivers. I know the ports have power because they charge my phone. I don't know what else to do.

I would reinstall Windows if I could, but I can't because none of the USB ports work to put in a flash drive. The motherboard is an ASRock B450m Pro4 and it's only a few months old. Could the USB ports be shorted? If so, how could both the motherboard and case USB ports be shorted since they're separate? Any help? Thanks.
