Problem with Asus H97M-E

Hi,

I just build my own rig

specs are;

8Gb Gskill CL9 1866mhz Ram
Asus H97M-e mobo
i3 4160 cpu
2gb zotac gtx760 amp
650watt corsair cx Psu
WD Blue 1tb HDD
Samsung 1tb hdd(as a secondry drive(Raid mod is not active))

I couldn't be sure but definetly something wrong with Ram or Motherboard

Problem is; Pc won't start properly it starts but couldn't get to OS loading screen or even bios screen,
when I push the reset button one or two times it works fine

Second, I couldn't set the Ram speed to the 1866mhz when I change that frequency I get OC failed error.

So How can I be sure about which part has problem? ram? mobo? or other maybe?

Btw I already install latest drivers and bios updates and Os is w8.1

First check if RAM is in QVL. If no- it may be issue with OC.
Second- if mobo starts only after reset- it may be mobo bad = RMA.

I checked QVL, Ram was listed.
probably mobo causes that problems.

Ram frequency problem still goes on but boot problem solved,
