problem with bios and motherboard

Hi i am currently having 2 issues with my current board, Foxconn Flaming Blade,
First problem that i believe is also causing the second problem is that when my system is restarted it wont show any signs of life except the fans and lights being on, the only way to fix this is to unplug my pc then wait 10 seconds and then replug then wait another 10 seconds to press the power button. What i would like to know is if there is a way to fix this, and the second problem is that when i make any changes to the bios i save it then i restart and i have to go through that process that i stated above then i go into windows or bios or whatever and the changes have not saved whatsoever. i tried getting a new cmos battery and that didnt work. i have also tried updating the bios but my windows is a bit fudged as i never had the chance to reinstall windows after getting this board, so its not letting me change anything until i reinstall windows which brings me back to the preoblem of things not saving in the bios so when i try to boot my usb it doesnt save the boot configuration.
other than these problems i have been able to use my pc for the last month without any issues when i am in windows, gaming and everything is fine just windows is a bit buggy with a few things. thanks in advance for your opinions on what i should do :)
 
also if your thinking that the problem to the first part is because of my psu, it isnt. because i was told by the previous owner that the motherboard would do this, but i what i didnt realize is that it might of affected my ability to overclock and change anything in the bios, i will post my whole system info,

intel core i7 930 2.8 ghz quadcore with 8 threads,
coolermaster hyper 212 evo cooler,
radeon hd 7870 hawk edition,
8 gigs g.skill ripjaws 1333mhz ram,
1tb seagate barracuda hdd,
rs-460-pcar-d3 460 watt coolermaster psu, the amps are pretty high on this psu letting it power the hungry cpu and gpu.
