Problem with changing ip address in the internet?

The problem is that my original ip address to the web is something like 83.165.0.2 (not i get from the router but from website like MYIPADDRESS.com) however since the new update has cause my internet to think it was coming from China 210.132.0.3. Now that i cant get online because of this and "access denied" has blocked all my connection to web . Anyone know their way around this? Though this isnt coming from the broadband itself, rather from my pc, here is the full message as it says:
"
Access to this Internet address is not permitted.

The domain 'www.google.com' is blocked!

You are not authorised to view this page. Your request exceeds the maximum number of allowed concurrent connections to the URL filter daemon.
If you feel that this is a configuration error, please contact your cache administrator."

Where can i see this configuration? through ipconfig? though i did tried to flushdns,release and renew, but it doesnt seems the router is the problem, however it is connected to the internet....Any thoughts?

Sounds like you're running via a proxy server, have you installed any software recently, also open up Internet Explorer, got to tools> internet options> connections tab> LAN settings. The only thing you need ticked is Automaticaly detect proxy setting (which you don't actually need unless your on a works domain) there should be no other details entered or anything else checked.

Solution
Are you located in China? Your router shouldn't pick up an IP that indicates it is in China if it is somewhere else.

All you can do is to try switching your router off and on again (you may have to leave it off for a while - even then it may not pick a different address). Failing that, talk to your ISP about the problem.

Of course, if you live in China none of this will help.
 
First thing go into your router and look and see what IP is assigned to the wan port by the ISP. This IS your address no matter what anything else says.

If this does not match what the external stuff says then you have some form of VPN/proxy someplace. It is highly unlikely the ISP is forcing your though a VPN it is much more likely there is something on your pc. You would remember setting up a vpn or proxy so likely some bad software changed it. The simple one would be to change the proxy setting, you should be able to just turn the proxy off again. But if you have malware/virus it can have done a lot of damage and may not allow you to turn this off.
 
it seems like i found the culprit, Zenmate (for those who used this dont ever install it). It seems like this software has switched my ip address (not from the router) even when its disabled through the chrome extension to the one in China. Anyone know a way where you can check the tunneling for this being redirected?- i assume it might be the proxy setting, though how can i checked this with i'm connect through wireless?

The user is always in full control which connection he chooses. That means you can appear to surf from different locations all over the world. For now you can manually choose from Hong Kong, United States, United Kingdom, Germany and Switzerland.

Hi Moritz,
I believed its a bug created by zenmate itself, when uninstalling zenmate it leaves the proxy setting to redirect 210.115.1.2 something like that ( i do know now its redirect me as proxy setting) and the problem was fixed as thanks to the help of folks reminded me where the proxy setting is. Perhaps my zenmate app was outdated or something i would never know. Anyhow i've already contact your company to review this issue so hopefully they have a look into it in their own time.
its a great app, but if you see people getting this error like i, they would be raging, just tell them look at their proxy setting and delete the settings and retick to auto.
