Question Problem with Choppy frames on secondary screen while gaming on main.

So i recently bought a PC. Has a RYzen 7 2700 16 Gigs of DDR4 at 2666. And I am running a RX580 4gb GPU. My problem is that I am able to game on this PC no problem. But when I pull up OBS on one of my 3 screens while playing the game, the video comes across choppy, both in recordings and while streaming. Even if I dont have OBS and I am playing a game, and happen to have a Youtube video going on another screen, that video is also choppy. I have tried changing settings all over the place, and I am starting to think this is a hardware issue, and I cant seem to find where the bottle neck is at.

Any help would be awesome. Thanks in advance.

Make sure your BIOS and graphics drivers are up to date.

I have updated the GPU driver but have not checked the BIOS drivers. thanks. I will try that. Quick question on that though. Its a HP and pretty sure its a proprietary MB, would I find update through HP? Or Somewhere else?

Probably. They might call it a firmware update.
If it's a prepreatary motherboard, they are sometimes finiky with non OEM gpus.
that might be a problem you can't just fix.
But try a bios update first.
