Problem with CPU and Cooler

Hello, here i am back, with another problem..

Mobo : Foxconn A88GMV
Cpu : Athlon II X3 425 (Unlocked to Phenom II X4 B25 130W TDP)
Ram : 2x 2GB DDR3 1333MHz
Gpu : Ati radeom HD 4650 1 GB
Psu : 600W LC Power
Hdd : 1TB WD Blue (not Caviar) 7.2Krpm
Cooler : LC Power Cosmo Cool 120 (180TDP)

So here is the problem, i know i can't monitor CPU Temps when i unlock the CPU but, the problem is in the cooler, it won't speed up when i stress cpu it stays at idle ~ 750 RPM (max 1800), so i cant monitor the cpu temps, the sensor on motherboard that says CPU is about 19 C At Idlle ( i geuss it's about 10 more on cpu like always) but during stress test on CPU-Z it goes only to 25C, i know the temperature is higher, but is it okay to just leave it like that.

I may complicate the situvation a bit more than i should have, the point is : My cpu cooler cant see my temps and cant speed up accordingly.

All help is appriciated.
