Is there any way to charge my power supply when the power cord and battery will not charge?

Power supplies don't charge up, they regulate voltages. Batteries charge up for notebooks when the unit is plugged into the wall outlet. Batteries go bad and do need replacement.
Batteries aren't needed to run notebooks when plugged into the wall outlet.

It's a hard job when it comes to a laptop...
Bring it to the Dell Service Center, they will help you to diagnose your problem.
