Problem with display

When i switch off my desktop(only the display and not the CPU). and then switched on it again, the screen was too bright but after few seconds it became normal, so i swithced off again, and when i on it again, the brightness was again high , but this time it did become normal, so i shutdowned the pc and next time i on it ,,the screen was bright, so in setting i made the brightness, contrast,etc normal.......but then i realised that even when i drag the window or move mouse, there is a trail left behind, and i see a black ad whit pixalated horizontal line ontop of the Display.
I tried this: 1) installing the display drivers
2)checking the vga wire

How old is this monitor? What GPU do you have? How old is your GPU?

It's either the integrated graphics chip or the monitor itself. See if this happens with any other monitor, then we can go from there.
