Question Problem with DRAM Led

Hello, I recently built a PC for my sister with second-hand components, and others that I already had at home. After building it and pressing the ON button, a Dram LED flashes and the MemOK Button changes nothing. After searching all the posts on this topic, I couldn't find anything that worked.

Config (quite weird):
motherboard: Asus M4A88T-M
CPU: AMD Phenom II With an Amazon Thermaltake cooler
Ram: 16GB (4x4gb) of RAM from the ELPIDA brand in DDR3
GPU (although this is not essential): GTX 950 Asus rog
Power supply: FSP group power supply that I already had on hand 500 GB HDD in Sata

I saw on other forums that it could be RAM, or BIOS but I couldn't find anything else.

You're vague with the model on the PSU and it's age. Try and work with two sticks of ram though are they all identical sticks? Use slots A2 and B2 or A1 and B1. Were these parts working prior to being assembled?

I've already tried every sticks of ram in A1 and B1, and after tried A2 and B2, no changes it still won't boot. And I can't test the rams because I have no DDR3 motherboards. But I have others DDR3 sticks of ram
The PSU is old I took it in an old ACER ASPIRE of 2009 but I can try with another one.
