Hmm, not the best thing. First of you should backup any files that are important to you asap. Also another thing you can perhaps try doing is using a Defraggler then see if it goes down from 17. However it might not resolve anything... You should think about buying a new HDD.

I personally use Power Defragmenter, however I've always heard good things about PerfectDisk. So yeah that one will be fine to use.

Edit: Oh btw, make sure you do it when you have lots of time to spare. It can sometimes take a couple hours so it's good to leave it on when you go out etc.

Wouldn't generally recommend a black drive over a blue. Negligible performance improvement for more cash.

If you have the cash, I'd recommend a 250GB SSD and a cheap ~2TB drive. HGST Deskstar 7K2000 looks good at the moment.
