Problem with games

Hi! Long time ago (about a year ago) I bought GTA IV on steam.. Recently, I wanted to play it again so I re-install the game. But now I c'ant run it properly! (it is lagging as hell) Before I was able to run it on high. My pc specs have not change.
Graphics: AMD Radeon R7 200 Series
CPU: Intel core 2 Quad Q9300 (I know its shitty)
OP: Windows Vista service pack 2
RAM: 6G
Local disk space: 195 of 596

I know my pc is old but why I c'ant play the same game as was doing before please help! Thank you !

Thanks for your rapid reply! I just want to ask, the patch that you send is crack... It will not resume from a VAC ban or any sort of consequence? just askin

Have you Done any changes to your windows registry or windows? IF NO Try Doing these:-
1. Update Your All Drivers
2. Checking Your Background Applications !
3. Your Operating System (Windows Vista) is too heavy.
4. Change Your OS Windows XP, Update Your Driver (VGA, CPU, Sound Card, and all).
5. Defrag your Hard Disk.
6. Run in DirectX9 Mode In Windows XP
OR......
Try Downloading this Latest Lag fix Patch from-http://www.4shared.com/get/7lFNtWLm/GTA_IV_1030_Crack__Patch_lag_f.html
Then Try Downloading GTA_4_Graphics_Downgrade patch and see if this work-http://www.2shared.com/file/0uSjyD5v/GTA_4_Graphics_Downgrade.html
See if these all things work.In mine it worked.

So I tried your to links but its saying to me that rockstar social club needs to be in the game and its closing my game!!!
