[SOLVED] Problem with GPU or PSU

I recently bought a new GPU and i am having some issues with it . Sometimes lets just stay 2 out of 10 times when i boot my PC the GPU isn't detected and i hear one long beep followed by 3 short ones . And every now and then when it boots normally and i am browsing , playing or watching videos-movies the signal is lost my screen turns black and the PC is still on and you can hear the sound from the video etc . I formatted my PC a day before i got my new GPU and installed fresh drivers plus the windows updates . I think the culprit is the PSU since its kinda old . Also i have noticed some fps drops while gaming that didn't occur with my old GPU .

i7-4770
and i changed the cooler to Coolermaster hyper tx3 evo
GPU
Current one Sapphire pulse rx 580 8GB
Old one Nvidia gtx 970 4GB
MOBO
Gigabyte Z87M-HD3
RAM
16 GB DDR3 kingston (2 sticks)
OS
Windows 7 ultimate 64 bit
PSU
Bitmore 650 Watt

It's always hard to troubleshoot a pc when you believe the PSU you could be the suspect. Please add additional information such as the error code when it doesn't boot up sometimes.

I don't get any error codes on the screen . Only the one long beep followed by 3 short ones . Usually when it doesn't boot i do another restart and it just makes me select if i want to boot normally or on safe mode . And thats it .
