simply error is from videocard
did you overclocked it ?
or maybe was too hot so its have damaged ram chip
there also one thing thermal paste on GPU
i mean old and not take temperature corectly
example : hd4350 very bad thermal paste for me card was "turn off"
change paste was only solution
if can be broken because of thing called " dry joint" only way to fix its baking
its sounds funny but really helps that issue have only nvidia cards
https://forums.evga.com/How-to-bake-your-GPU39s-m696061.aspx
it will help but card will not last longer better buy new one

are you have enough power from power supply
capitors can be dry and have not enough power
its common isssue with used ones
and there is posibility of damaged card by design
or error made by motherboard itself but its ridiculous
ps: for me still sounds like one of those :
motherboard errors or power supply or damaged card
motherboard not sound suspicious because you write integrated graphic works
so there is only power suppy and graphic card
there is posibility that card not have enough power to turn on
and thank you for info only overcloking with high voltage and heat can destroy it
there is also thing called flashing but its dangerous
its called flashing GPU bios
so far thats all my soulutions

Sorry, forgot to reply. I tried everything that you offered me, i replaced the video card to another and the display was working. I sent gtx 1060 back to the seller and waiting for a replacement.
