[SOLVED] Problem with 'Harry Potter & the Chamber of Secrets' for PC. the game runs too fast and the dialog gets cut off. help?

I'm playing the game Harry Potter and the Chamber of Secrets on a windows 10 PC. i'm having a problem with it though. the game runs too fast and the audio gets cut off, as can be seen here:

(you notice it right away in the first 2 minutes of that video) sometimes the speed goes to normal but then at times it'll speed up again and the dialogue will be cut off. what is causing this? is there anyway to get it to run normally?

On a modern OS make sure you run it in 32 bit color depth and set a framerate limit in your GPU panel after making a profile for the game. Anything 120 FPS or less should solve the sped up video problem.
