Question Problem with "Intel Management Engine" driver on Toshiba S50-B-141 laptop ?

I do have some annoying issue with Intel Management Engine driver on Toshiba S50-B-141 laptop, after a clean Windows 10 Home 21H2 install on new 120GB SSD.

I've noticed strange behaviour with intel management engine driver, it is the same issue if use windows update for this driver or use any older version from Toshiba driver web page for this laptop model (win 10 or win 8.1) .. bios has ben updated to latest 2.0 version .. error code "this device cannot start. (code 10) power failure" with exclamation mark in device manager, also laptop refuse to wake up from sleep mode - always reboots instead.

When the driver is enabled in device manager reboot takes about 3 minutes, but when I disable that troublesome driver in device manager, reboot takes only about 10 sec.
Nothing has been touched with power management, hybernation disabled .. does anyone have any idea what could cause this strange behaviour? .. besides that laptop works ok, no BSOD, restarts or any other problems.

any advice would be appreciate!
