Problem with monitor

My screen is indistinct when i start computer but when i get to windows the screen is clear. Its almost impossible to read the settings in bios. The problem is not in the OS or monitor because the same problem was in other windows and monitor. My graphic adapter is Club3d Radeon 9200 and motherboard Matsonic MS8157E. What can I do?
 
Does this happen all the time or just when you do a cold boot? Try a restart and then get into the bios. If the resolution seems better it may just mean that your monitor takes a while to warm up.

Before the problem was only on the startup, but now it has begun also in windows. For example: when I move object on the desktop, it leaves small red and blue lines on the screen. I have started to think that the problem is on the graphic card (radeon 9200). Have graphics card its own bios or something like that. If it has, is it possible to upgrade it?
 
Yes most decent cards do have a Bios. You should check the ati site for updates and faq's before you download though.
