Problem with my computer turning on

Just recently my computer has been having problems turning on. I have to drain the battery by unplugging the power cable and holding the power button for about 30 seconds. This has only just started a couple of days ago. Also when I get in my computer basic things will lag such as when you drag your cursor on your desktop to select multiple things, trying to open some webpages, or just opening basic apps such as Steam. I have very powerful parts in the form of a 7700k cpu overclocked to 4.6 and way too much ram with 32 gb of it. I have thought about replacing the cmos battery but I was told that wouldnt fix the lag that is actually happening with my computer.

Update: The lag on my computer itself could be caused by a new nvidia driver. I have yet to test fully.

The psu is a 1000 Watt evga 1000GQ. My psu seemed to be working fine. Tested it with the mobo using wires like when you do first building a rig. And I put it into another system I had and it booted up fine. I am still yet to roll back my nvidia driver to see if that could somehow be the problem.
 


What happens if you turn the PSU switch off then back on?

Does it start?

Do you mean the power switch on the rear of the psu? My computer will not turn on immediately but this does allow my computer to turn on similarly to when I drain it.
 


Swap the PSU out with another one and see if it works in THAT system.

Using a 750 EVGA psu my computer maintained the same problems of needing to drain when turning on for a second time and of being laggy when in the window. Will try rolling back the driver. the current version of nvidia im using is 388.71 and I plan to role back to 388.59.
 


That doesn't have anything to do with the machine turning on.

If 2 PSU's are having the same issue then it's likely the MB as it is a power issue.

After uninstalling the newer driver my computer is no longer having problems turning on. I do not know if there is something about my system that 388.71 did not like but my computer was able to turn on without draining the battery. Have not tried installing 388.59 yet.
