Problem with my MSI Gaming M3

Hi Guys, I am having trouble on figuring out the problem of my computer, hoping that I could have some assist.

Here are some specs.
MB: MSI Z170 Gaming M3
CPU: i7 6700k
RAM: Kingston HyperX DDR4 8GB * 2
Display Card: Asus Strix GTX 960
Power Supply: Cooler Master V650
Storage: Crucial MX100 256GB & WD black 1TB

with Windows 10 x64

Here is what i am encountering:
My screen freeze while using the computer, and I tried to unplug RAM, Display Card, Hard Disk and reinstall all of them, and the problem still occur. And my windows seem to be crashed and show a Recovery screen asking me to recover using the windows ISO.

Error:
File \Boot\BCD
Error code: 0x000000f

While I tried to plug the USB and start the recovery, It restart automatically while trying to load the USB (A windows 10 icon was displayed and having a loading circle at the bottom, and then it restart).

What I've tried
1. I tried to reset the CMOS
2. use a old HDD which contains a windows 7, and it crash while loading into windows
3. Unplug all cable except CPU fan, 1 RAM and necessary powers, and the SSD

PS. I can enter BIOS and see both HDD and SSD are detected.

Would this be a BIOS problem or a motherboard problem?

Please give me some help on troubleshooting this, thank you.

I decided to take the components to the agent see if can get some extra help, they replace the my CPU with a healthy one, and Windows installation can run perfectly fine. Once they switch it back to my CPU, the problem appears again.
The CPU has problem, because the PC works with one good cpu. And yes, if you tight the cooler too much, it will damage the skylake CPU.

The error related to the corrupted OS files, or the SSD has problem.
1) Try go into the safe mode by pressing "F8" key when you start the pc, and use the "last known good configuration ( advanced) "
2) Try "Rebuild the BCD in Windows" how to http://pcsupport.about.com/od/fixtheproblem/ht/rebuild-bcd-store-windows.htm
3) Try to repaire the win10 by using the OS disk. http://pcrepairaugustaga.com/windows-10-system-recovery-system/
4) If all don't work, reinstall the win10.
 



Thank you for your reply, but it seems that I am not able to start the computer in safe mode in Windows 10 By pressing F8, and I am not able to boot from a usb stick, it restart when the finish loading (with a window logo and a loading circle, or freeze while loading). My BIOS is UEIF and I made a USB bootable stick with rufus and tried. The rebooting problem still occur, no mater I boot with UEIF or Legacy BIOS.

I also can't find the "Advanced Setup Options" as I can only access BIOS, and everytime I tried to boot windows, the same error shown and nothing can be selected. Booting from USB or DVD are resulting in reboot of system. And I can't reinstall windows 10 as it just keep rebooting.

Is there anything I did wrong? Please help.

I tried to install a new Windows 10 in another PC with the SSD and it work perfectly fine, and after I plug it back to my original PC, It freeze while loading in to windows. I also tried window 7 with another HDD and I am still having the same problem.

I did have a few times of blue screen when booting and different error shows each time (I forget what the errors are as it appears randomly.)

Would there be any BIOS setting that I might have been messed up? Or is this be the problem of RAM or CPU?.
This is the first time I encounter this kind of problem and I really have no clue where the problem is.

I tried both stick with one stick each time and nothing changed, I also tried reseting the BIOS and still the same situation.

Once they switch it back to my CPU, the problem appears again. They said this may be the problem of the CPU cooler having too much pressure on the CPU. Personally, I can't see any damage on the CPU, no bending, no anything.

I took the CPU to the agent eventually, and I was told that the repair could last up to two months.

I mean, yes I did read some report saying that cooler may possibly crack the CPU, but is that really the case? is it that easy to break one skylake? what am I suppose to do if to prevent that from happening if that's the case.

One more, can some one recommend some good and budged CPU cooler for skylake CPU.
