Problem with my OS?

My HP laptop has been going slow as hell lately and it's less than a year old! Ive been trying to troubleshoot this fo awhile. heres the issues I will get either random cpu/ram/disk spikes.
Have defragged, registry cleaned, removed alot of programs etc. What could be causing this?
I have a pic of my taskmanager usage if it helps. it seems to be a windows executable that does it. sorry if this is in the wrong forum i couldn't figure out which one this issue would go in

Lets first give this a try and see what happens.

Open Task Scheduler. If you can't find it in your Start Menu, then open Run and type in taskschd.msc and press OK.

On the left, open Task Scheduler Library -> Microsoft -> Windows -> and click on Application Experience.
In the middle you will see tasks. Right click on each one and choose Disable.

Also, open Windows Settings and go to Privacy. Scroll down on the left and choose Feedback & diagnostics. *IF* you can, set the Feedback frequency to Never and under Diagnostic and usage data, set it to Basic. If you are not able to change those let me know.

Reboot and let me know if the problem reappears or not.

What is the executable that is causing it?
Have you updated to the new Creators Update yet? It's OK if you haven't.
What's the model number of your HP?

Do a full virus scan. If you don't have the free version of Malwarebytes, I also recommend downloading it and doing a full scan with it. https://www.malwarebytes.com/mwb-download/

To me it seems some sort of windows or system program is causing it.

ive ran all my virus programs a couple times and found nothing :/
