I see two things that catch my eye:
  1. You Memory latency is pretty high with 95 ns
  2. The northbridge clock refers to the infinity fabric I think. Its specifies with 798 mhz. So I would check what Ram frequency and fabric clock you are running and enable xmp or amd equivalent.

You now posted a benchmark with correct memory and fabric timings and state that this is not the problem. Dont know seems like you have configured your ram correctly now.
I assume by your statement that you see no performance increase?
The problem is the speed of L1 and L2 caches.
It is independent of DRAM speed. Before I have this speed

I am not at home right now so I cant run aida on my 3700x right now to compare. 500 gb/s seems ok I guess. Note that your Ram speed is specified in MB/s while cache is GB/s. Did you re-run the cpu benchmark without crippling memory speeds?

This is my old result, which I recorded before the failure. Comapre this screenshots
