Problem with new Hard drive

I bought a new Hard drive 2 days ago because my old one was "dying". The new hard drive is a toshiba (http://goo.gl/th06sx)
I formatted it using Disk manager, but during formatting explorer.exe stopped answering for a while but then when it started answering the formatting was done.
The drive seemed to work (NTFS format) but installing things takes time to "load", it's slow to start things such as: Installers, defragmentation, "benchmarks". Using crystaldiskmark I benchmarked it. (https://goo.gl/V4uyoz) Is this speed Ok? It seems to be rather slow, since most 7200rpm drives push 150MB/s. Do I need to format it again?

Well, give it a go with different cables and port as already suggested. You could reformat it if you want to, just to see if there's an issue with the files system because of the interruption.

I'd also suggest that you check your other drive as well, just to be on the safe side. It's not uncommon for a faulty drive to be causing issue with other components of the system.

If you still get the same results after trying everything, I'd recommend that you turn to the HDD manufacturer's customer support to see what the guys there have to say about the situation.

It really does seem a bit slow for a benchmark result. Also a new hard drive shouldn't need any defragmentation.
I'd recommend that you try it out with a different SATA port and different cables, or a different computer, to see if you still get the same results. You should also download the HDD manufacturer's diagnostic tool and run the tests on the drive, to see if anything out of the ordinary pops-up. If the manufacturer doesn't offer such a tool, you can pick a 3rd party one from here: http://pcsupport.about.com/od/toolsofthetrade/tp/tophddiag.htm.

I used Seagate Seatool to run some basic tests (Such as S.M.A.R.T test) and it passed all of them, though it took some time.
It seems that it does not have any problems, it just runs slow. Since my formatting was "interuppted" by the explorer.exe not answering, I thought it would've gotten a faulty format even though the tests say it does not have any problems.
