Problem with OS or hard drive?

I'm experiencing slow boot times and when i finally get to the desktop, it's xtremely slow. When i right click it doesn't appear after a few minutes. this is my third time reformatting due to this . The first time i reformatted was because of a restarting loop bug. The second time was slow boot times and Slow desktop operation. What could the problem be? Is this common for windows 8.1 users?

Specs:
CPU: i5 3470
MoBo: gigabyte ga-h77-ds3h
GpU: gigabyte gtx 650 ti 2gb oc edition
RAM: 2x8 GB Kingston HyperX Blu 1600
HD: Seagate barracuda 7200 rpm 1TB
PSU: seasonic s12ii 620w 80+ bronze

No clicking noises on the hard drive and it was all working fine up until 2 months ago maybe. I've tried repairing windows via the installation disk but it only worked the first 2 times i reformatted and experienced this. Please help me out 🙁

It could I'm not completely sure, but try using disk defragment let that run to see if that helps, because files become scattered and need to be rearranged this will help performance I don't know how much but it's worth a try,
HD activity light blinks. I kinda doubt it's my HD since it still works fine once i reformat. But the odds are of it happening 3 times after reformatting it is just annoying. I'm just taking it into account. You think the problem will go away when i upgrade to an ssd?
