I'm experiencing slow boot times and when i finally get to the desktop, it's xtremely slow. When i right click it doesn't appear after a few minutes. this is my third time reformatting due to this . The first time i reformatted was because of a restarting loop bug. The second time was slow boot times and Slow desktop operation. What could the problem be? Is this common for windows 8.1 users?

CPU: i5 3470
MoBo: gigabyte ga-h77-ds3h
GpU: gigabyte gtx 650 ti 2gb oc edition
RAM: 2x8 GB Kingston HyperX Blu 1600
HD: Seagate barracuda 7200 rpm 1TB
PSU: seasonic s12ii 620w 80+ bronze
No clicking noises on the hard drive and it was all working fine up until 2 months ago maybe. I've tried repairing windows via the installation disk but it only worked the first 2 times i reformatted and experienced this. Please help me out
