Problem with Packard Bell pc

I have a desktop Packard Bell (Imedia S3210), that thing won't boot
Can't startup, can I reset it with the power button?
Or a other solution without opening it?

if you can get into the bios....then make a windows boot iso usb stick. there also a few usb diag tools out there.

if there no video or just a blinking - at power up. you have a hardware failure that you have to open the case. if the pc a few years old it can be a bad battery (cmos) or with the blinking _ with black screen a bad hard drive.
