Problem with PCI-E devices, no video output. Bent motherboard pins?

I can't see the pictures as the title says. Basically my Mobo keeps giving the error code for problems with pcie devices. So I can't get any output from the gpu and igpu dosnt work.
If there are any bent pins, it's the Mobo, if there aren't it's probably the CPU.
Tried multiple video cards and same result for all.
Any suggestions would be helpful,

Mobo - Asrock fatality z170 gaming k6
PSU - corsair rm1000i
CPU - Intel i5 6600k
RAM, - 4x4gb corsair vengeance lpx ddr4
GPU - msi radeon r9 290x

Thought I'd put full system specs just in case and should also add that I have tried all pcie lanes.
The error code I get from the "dr debug" display on the motherboard is 99, which according to the manual is problem with pcie device. I get this error whether there is a gpu installed or not.
 
With just CPU, CPU cooler and ram, error is d7 which means keyboard and mouse could not be detected. So I plugged back in my mouse and keyboard and the error was 99 again.

Then with just CPU and cooler, no ram but keyboard and mouse plugged in, the error is 53 which means ram could not be detected.
 
It may also be useful to note that when I plugged in my mouse and keyboard with ram, they were automatically on the lighting profiles that I gave them last time I was able to boot, which was before I changed my Mobo PSU CPU and ram.
Then when I removed the RAM obviously the keyboard was on the default profile and mouse had no lights on.
