problem with ram

Hi, i am using AS Rock H55m-LE motherboard, i5-650 processor. I am experiencing problem with RAM. I am using apacer 2GB 1333MHz ram, works fine with it. I decided to change then to 4GB. Bought new kingston KHX1600C9D3/4G , 4GB ram , 1600MHz. Removed old one and putted kingston. Windows is not loading, it starting to load , freezes, restarting and writing problem with instaled hardvare. It wont even allow me to instal new OS, same error, problem with new hardware.
 
Solution
For 1866 and below I only use sticks at 1.5 and lower, but can give it a try at 1.65, should be OK - thing with sticks in particular 1.6 or higher and 1600 or below freq wise is that it is often indicative of old sticks or sticks using weak memory ICs (chips), for those low freqs there's no need to require such high voltages

i think i found problem, the voltage, normal stick vorking on 1.5V this one need 1.65V. but the problen is that its bad for my processor ( i5-650 ) to go higher than 1.6V. Is that true?
