Question Problem with ROG-STRIX-RTX2070-O8G-GAMING

The problem is as follows. I bought a new monitor Asus PG329Q (165Hz) to replace the 60Hz monitor
I can't play games with fps lower than the monitor's herc/hour even at 90 fps (video attached), not to mention 60 fps.
The picture gets blurry when you rotate the camera.
Playable only from 120+ fps
Video (browser, Windows player) is also blurry and jerky

  • windows 10 pro
  • asus pg329q monitor
  • connected via displayport (through HDMI even worse)
  • CPU - 8700k
  • card - ROG-STRIX-RTX2070-O8G-GAMING
  • motherboard - ROG STRIX Z370-F GAMING
  • RAM. - G.Skill DDR4-3200 32768MB PC4-25600
  • power supply - be quiet! Straight Power 11 850W

  • tried different variants of sync via nvidia control panel (disconnect, vsync, gsync)
  • Changed Override option on my monitor
  • Reinstalled Windows several times
  • changed my DP cable
  • Reinstalled with DDU drivers of video card
  • put my video card into another system unit, situation is similar
- Checked it with LatencyMon program. Two processes: nvlddmkm.sys and dxgkrnl.sys with the longest latency

Obvious problem with my graphics card or drivers of my graphics card
Can you please tell me how to fix the problem?
