Question Problem with shutting down and booting up Cmos clear needed

So I recently built a computer its 2 months old I've been experiencing some issues lately. Every time I click shutdown in windows my pc doesn't complete turn-off. My power button doesn't work and my motherboards CPU light comes on. When I unplug my pc and plug it back the fans run and it lights up but it won't boot unless I clear my Cmos. I switched out the CPU but that didn't solve the problem. I've updated bios which didn't do anything. I'm stuck the only thing I can think of is that my PSU went bad, Motherboard is bad, Cmos battery is dead.

CPU: Ryzen 5 2600
Motherboard: MSI Tomahawk B450
Ram: Corsair vengeance lp 1x8g
GPU: Sapphire AMD rx470
PSU: EVGA 550 B3

Have you tried replacing the CMOS battery entirely?
Do you have another PSU you can swap in to test?
Have you overclocked anything?

I haven't replaced the CMOS battery yet
I'm considering using my warranty on my PSU for a replacement if the CMOS battery replacement doesn't work

Update i've swaped everything at this point but the motherboard itself.
