Problem with signal

I have a problem with my new self-built pc: I got it up and running with the stock cpu cooler, and it worked perfectly. Then, I switched the stock cooler to the Arctic freezer 33 plus, and then when I started the pc, the fans started and just stopped, and it didn't boot. Now I switched to cpu cooler back to the stock, and now it boots, but when it's just about to open the windows login-screen, it just loses signal. What could be the problem?

Specs:
Ryzen 3 1300X
Msi B350 gaming plus
Zotac gtx 1050ti
Seasonic 650w bronze 80+
Corsair vengeance 8gb

Solution
Ok. It does seem at this point other hardware may be needed to test. Of course, you can always try a fresh OS install. Its possible the boot issues from other cooler could have corrupted OS as well.

The issue with the cooler was that the fans didn't spin, and also the monitor didn't get signal. And I checked the cables and there were no problems with them. But how can I update the gpu drivers?

No I couldn't. And the motherboard has a red light burning right over 24pin powercable. Is that bad?

Yeah, I looked it up from the manual, and I'm pretty coinvinced that the problem is with the GPU. And I suppose the windows is too pretty messed up because I had to turn it off f by pressing the psu power button, wich happened many times.
