Question Problem with stripes on monitor screen before Windows loads ?

Hello. I have a problem when starting my pc. I have a lot of stripes on display but ONLY until Windows shows up. You can see it on movie.

any idea how to fix it? I don't have any problems in Windows and games. Only when I'm starting computer and when I'm working outside Windows ( eg installing new Windows after format).
