Problem with the new Catalyst drivers on 9600 Pro

Every time I install the new Catalyst drivers on my 9600 Pro and reboot I have a problem with my video card. It appears to move very slowly (IE Menus pop up slowly and things appear much slower than they used to). I have rolled back the driver and then tried reinstalling it to only get the same problem again. I have made sure that I have every possible driver update to see if that is the problem and have even updated my bios. Nothing appears to move very smoothly when the Catalyst is installed. It appears to take its time loading menus and the mouse does not glide smoothly either. Here are the specs of my machine if this helps:

ASUS A7N8X-DX 2.0
Mushkin 2-3-2 2x512 PC3200 RAM
160gb WD 8mb cache
ATI 9600 Pro 128mb
AMD XP 2500+ 333fsb

you have to reboot twice, once after driverinstallation and then once again
