Problem with Upload speed

Well, basically my upload rate goes to very high speeds like 60 mbits, then within 1 minute it does down to 0 again and then comes up again. which means that I cant stream at all. Can somebody please explain to me why this is happening? i swapped from my internet to a new one, it's alot different and i have it since yesterday. The download speed is mostly consistent, but the upload not at all.

may help if you unplug your router,modem from the wall for couple minutes and restart your computer at same time.
