I am having trouble setting up my Linux based laptop with a Samsung HD TV.

The only aspect ratio options that my computer gives is 4:3, I also get flickering on the TV screen.

I have previously set up my laptop with a smaller HD TV and I am able to set the aspect ratio to 16:9, and all is fine, just not on my Samsung TV.

sudo lshw -c video shows that I have a Mobility Radeon X2300 VGA compatible controller.

As you say that the same setup worked fine on a different TV but not on your Samsung, I would guess that the problem lies with the TV. You don't tell us which model it is but you should check the manual and see what resolutions (and refresh rates) are supported for the VGA input. The answer may be as simple as changing the refresh rate.

I have connected my Toshiba Satellite (running both Ubuntu 9.10 and 12.04) to my 37" Samsung LN37A550-P3F using the VGA cable port on the rear of the TV. Never had any issues regarding aspect ratio nor resolutions (laptop maxes out at 1280x1024) My Samsung is about 4-5 years old.
