Problem with videos stuttering

I'm not an expert on this stuff so please bear with me. I've been having an issue playing videos on my PC for a while now. Whenever I play a high quality movie on my computer, usually something that's blueray and 1080p, for some reason it sort of stutters at certain parts. Usually it's not too noticable but if there's a scene where the camara kind of scans a really large area it stutters a lot more, but not so much that it's unwatchable, its just not smooth and it's kinda annoying because I like to have the best quality possible. I've also played lower quality videos, such as 480p, at there's no stuttering at all, it's perfectly smooth. So i'm wondering what could be causing this and what I can do about it.

I currently have a Phenom 2 X4 B40 processor at 3.00Ghz, 2 Gb of RAM, an ATI Radeon HD 4200 which is embedded in my motherboard. I also use my tv as my display if that matters. I've been told that I don't need that good of graphics to play movies and that's why I don't have a graphics card. Sorry for being a noob and any help would be appreciated.
