Problem with Windows 7 Installation

Hello, I've been trying to install windows 7 64 bit from a DVD and after setting up the BIOS to boot from CD and passing the "windows is loading files" screen i reach a blue screen on which the install should begin but i'm stuck on that screen and can only move my mouse, i'm also adding a screen of what i see:

I also would like to add that iv'e ran some diagnostics prior to the install, windows memory diagnostic came out with no problems,same for Processor diagnostics, also running a HDD scan showed no bad sectors.
Hope you guys can help me :)
 
if you can move the mouse this is generally this is from issues checking/accessing a storage device (NOT driver issues, NOT a no hdd issue)

are you using an old hdd from an old computer? old card reader? usb install?

also check your sata cables that there not old and causing connectivity issues

also check your dvd drive (source drive) actually works aok and your disk/media (source) is ok and not bad

Using the same HDD i always used ever since i bought this pc and it's working on my current win 7, the reason i wanted to fresh install is to maybe make it work faster.
regarding the dvd, it seems to read and write from tests iv'e done.

Could you possibly elaborate a bit, i'm not the most techy guy unfortunately :(
