Question Problem with Windows restart

Hi. I just reset my Windows by “shift-left click“ on restart and deleted every file in my pc to clean up. Everything was ok till this point where it asks about my language and keyboard language. I clicked ok and it says I need internet to download the update for windows. I clicked next then it restarts my pc and the same report appeared. I checked the internet on the cable on my laptop and it was totally fine. I dont know what I did wrong but it kept requiring me Internet while thr internet is totally fine. Thanks for the help Im really helpless now
