Question Problem with Z390 motherboard

I purchased an EVGA Z390 FTW motherboard in December 2019. I had occasional problems with Windows crashing and not being able to restart. The issue became more frequent so EVGA sent me a new motherboard. It worked for a few days and the same problem began again. They said the board they sent me must have been defective so they sent me another but the problem wasn't solved. I replaced the I9-9900K cpu which took a month before Intel agreed to replace it. Then I bought a new power supply. and then the memory. All this happened over a period of months.

Someone on a forum suggested I try installing Windows on a different hard drive so I tried that yesterday. It seemed to install okay but when Windows started updating it locked up and wouldn't restart. I tried again today Its been installing for an hour now and its only at 6%. This is my fourth try and and I'm sure it will shut down before it finishes just like the other times. Sure enough, just got this error message: "Windows cannot install required files. Make sure all files required for installation are available and restart the installation. Error code: 0x8007045D".

I've been building systems since 1992 when I went to school for it and I have never has so much trouble. Is there a known issue with EVGA Z390s? EVGA has always been one of my preferred brands but I'm starting to change my mind. Has anyone else had issues with EVGA's Z390? I built an identical system in August, only with a Gigabyte Ahorus Z390 mb and its working fine. My plan was to buy a RTX 3080 for this computer and put the 1080 in the computer I built in August. Oh well, maybe next year.
