My friend got an i5-9600k and we installed it right and turned his pc on and it froze while starting we checked its compatible with his motherboard wich is a Asrock-Z390-Phantom-Gaming-4-CB

You need to have BIOS version P1.10 (or newer) installed BEFORE using that CPU.

However, that motherboard is one modified for use by CyberPower and can't use the BIOS releases mentioned above. Rather, you must get from CyberPower.

More information needed.

Update your post to include full system hardware specs and OS.

Include PSU.

Any beeps, lit LED's?

Reread the motherboard's User Guide/Manual to review the installation process. Read all fine print and notes.

Verify that all internal connections, cables, card seatings, RAM etc. are fully and firmly in place.

Overall, I would suspect that there is a problem with the thermal paste application.

Especially if the shutdown is immediate. Likely thermal.
