Question Problems about i3-4160

The problem are the logical cores. When I was playing Super Mario Galaxy 2 on Dolphin with Msi afterburner. I noticed that the CPU is only running only at 23 % and the game runs like 40 fps all the time. I checked more, and I found more interesting stuff. All the cores are working, but the CPU2 and 4 works the least, the CPU4 barely runs! it stucks at 0%. Can someone help me with this?

You mean emulator? could be it only use 2 cores
