UPDATE:
I just got it all back to normal I thought I had reseted the BIOS but the way i pursued can fail, I did a more advanced BIOS reset after talking in the HP support forums and the computer works as b4 with the original Hardware.
After stabilizing my system by doing the CMOS/BIOS reset like previously updated I had to:
Update the BIOS of the PC which being from HP meant downloading a BIOS version 8 and above which is available under the Windows 8 tab, it worked even though im using windows 7. Without the proper BIOS ull get a black screen.
After that since I already used an AMD card b4 that and had already installed the 15.7.1 catalyst when i entered windows it just installed automatically the new GPU, requested a restart and voila all working

The new hardware installed was MSI R9 380 2GB armor along with the power supply XFX TS 550.
Problems with the new power supply:
the fan works but when I closed the windows the first problem arose, the picture freezes on the screen that says "windows shuting down" and after a few seconds the screen turns off but all the rest inside the computer case continues running from the fans to the light of the on / off button. Not even pressing the power button worked had to turn it off in the back switch of the psu ...
When I restart the computer he shuts down, and only after a few seconds he turns on…
GPU problems:
I installed the latest drivers that come in amd catalyst package 15.7.1
The fans worked but the screen did not detect any input ...
Problems after reinstalling the original hardware:
Things did not go back to what they were before: when I close the windows the screen turns off but all the rest inside the computer case still works, from the fans to the very light of button on / off. Holding the off button shuts it down ...
When I restart the computer he shuts down, and only after a few seconds he turns on, b4 it just reinitiated without any kind of turning on / off and without any noticeable delay...
So basically it has a lot of the problems that originated from the new PSU which makes me think that the new PSU fried some parts of the MOBO as fudgecakes99 pointed out and he also sugested it might be CPU or GPU...
What I have tried so far:
Windows system restore to before installing the new hardware.
