Problems burning video DVDs

I have been burning DVDs to play on standard DVD players for months now. But I have one problem. When I play the finished DVD on my 2009 Sony DVD player, all is good. But on most other players, the high-action scenes get choppy (audio and vidio). Even on a Bluray!!!! Is it some thing to do with my Sony having progressive scan? It drives my crazy! I have to tote MY 3 year old DVD player around to play my burned movies w/o them skipping. Any ideas?
