Problems in windows

I logged on to my computer today and it got into windows fine but it said setting up windows, like the first time I turned on my pc but I have been using it for about 3 months so I decided to restore it from a back up and sill it's like I've just turned it on for the first time apart from a few program's that were on it before but most of the program's that I had are no longer there even though I looked in the program files and they are still there, any help to restore my pc is welcome and thanks

It sounds like you user account got corrupted. Is there another user account?

Is this a toshiba laptop by chance. I have seen one do this several times before they ended up taking it back.
