problems installing new video card ( 8.1 windows /hd 7770 / safe boot disabled, legacy enabled

i own an hp pavilion 500-259 with windows 8.1 installed ( psu upgraded to ocz 650w ) i recently purchased a radeon hd 7770 and installed it , it wouldnt fully boot , so i googled the situation and found that 8.1 needed legacy enabled so i reinstalled the original r7 240 disabled safe boot and enabled legacy , updated the amd catalyst package to cover the 7770 , looked for a newer bios ( mine was the latest )and tried to reinstall the new card .. my pc no longer has the beep code ( 6 beeps on startup ) but still wont come fully on , i have no monitors still .. whats my next step ?
