problems overclocking x2 4200

hey guys. i recently formatted my computer. I had overclocked it before just fine. Well after i formatted it and installed all teh drivers for some
reason i can't overclock now. I installed cool n' quiet drivers and i'm wondering if that is keeping me from being able to overclock

I'm running..
Athlon X2 4200
CORSAIR XMS 2GB (400mhz)
Gigabyte GA-K8N Pro-SLI
Maxtor MaxLine III 7L300R0 300GB 7200
Creative Sound Blaster Audigy2 ZS SB0350

i have overclocked the fsb by 10 mhz, so now running at 210MHZ FSB.
however anything over does nothing, i recieve post, then the computer restarts. I have done the following

Lowered HT to X4 and X3
Set Cpu/Ram ratio to manual and 2/1
Raised Vcore voltage (in increments) up to 1.5V (1.35 default)
added +.1 volts to ddr ram

i used to be able to get the computer to overclock the fsb to 240Mhz by modifying those settings above, now it's as if they don't do anything. I don't want to go to high for voltage as i shouldn't have a need to. But now i'm lost. Any suggestions ?

Is there a way to uninstall cool n' quiet ?
 
I never installed the cool n' quiet utility, because I knew right from the start that i was going to OC. I have my system running nicely on 220x11 with HT multiplier on auto, with Vcore on stock settings (1.35V) and RAM voltage at its rated setting (2.75V), timings 2.5-3-3-7 1T. Mem divider is 1:1.

I reckon you should be able to OC to at least 10%, because if you can't, you must have done something wrong. I'll be setting my 4200+ to 240 fsb some time soon, which I reckon I can do on stock voltages (the more I can raise FSB without raising the voltages whilst keeping stable, the better)
