Problems still after I removed everything

I recently re installed windows and removed everything off my computer. But I’m still having the same issues I had before I wiped. My task manager freezes randomly, whenever I restart my pc it says driver_power_state_failure, I can’t open things like settings I can open Microsoft explorer but can’t load anything. Sometimes everything can work on startup but over time everything goes to crap :/ I’ve notieced whenever I restart my computer after the driver power failure or manually rebooting with my internet unplugged everything works but for only a short amount of time. I’ve already tried re installing windows and nothin seems to work

Might be low voltage on one of the PSU's rails. Sounds power related, anyway. Do you have access to a voltmeter?
