Problems underclocking FX-9590

Hello.
I'm trying to underclock my FX-9590 on my GA-990FXA-UD3 using the AND Overdrive so I can get lower temps. But while doing so my PC starts having problems. It gets laggy a lot, like having FPS drops, even while moving windows with the mouse. It doesn't matter if its set to 4.0 (desired clock) or 4.6. If I change the multiplier the problem appears.
Can anyone help me to underclock this CPU, please? My watercooler can't handle it the way it is and I don't want to replace it for a Ryzen yet (don't have enough money right now).
Thank you.

Are you changing the Vcore at all? Just dropping the clocks isn't going to help. You need to do the exact same steps as OCing, but backwards.

Because these chips are hand picked to run as they do, they might not be able to run at a slower speed well. They are "leaky" chips. As mentioned above, they cause nothing but trouble. Find some settings and use it as best you can, but you really need a new setup.

I have an FX-9590 running quite nicely on a cheap 220W motherboard (Asrock 970A-G/3.1). I left the multiplier at the stock 47 turned off Turbo then gradually lowered the CPU voltage to 1.3875. That's it. It has yet to top 50C during long gaming sessions (usually in the mid 40s) and its completely stable. It has never crashed on me once. Oh, and this is air cooled no less (Noctua NH-D15). To the OP this is what I would try first before lowering the multiplier. The performance difference with Turbo off is imperceptible. Plus lower the voltage takes a lot of heat off your system. The FX-9000 series CPUs are highly binned and generally can handle less voltage than stock and remain stable.

I already have Turbo off, so I'll try to lower the voltage. Thanks.
