You mean Windows updates? Try windows troubleshooting first. Go to Windows Settings -> Update and Security-> Troubleshooting-> Windows Update

Please describe symptoms of the problem. Do you get any error messages?

There can be several reasons for this problem.
1. Your windows is not genuine;
2. For freshly installed windows 7 - windows update is broken until you install several updates manually;
3. On newer hardware windows will stop providing updates and will force you to upgrade to windows 10.
